Try taking the clutch cover off and seeing if the gearshift drum moves when you move the gearlever.
How long did the engine have water in it ?

Yes the gearshift drum moves, the engine had water in it for awhile I guess. I just bought it and noticed the oil was white and was not getting to the top end. When I first bought the trike and unloaded it from the pick up truck, it was doing the same thing, not going into gear. I had to move it again to a friends house and when I unloaded it there, it was working. On the clutch cover the is an adjustment nut and screw, when I adjusted that it seems to be closer to going into gear, but just won't connect.

You need to " counter-clock " that screw t'il it seats ( don't force it hard.. just turn until it stops ) and then go back in 1/4 turn and lock the nut.

that will adjust your clutch free-play.
