Ebay seller wont sell to me

I've been emailing him and requesting totals and today I get this email:

Just started to pack the shock for despatch and noticed that it was sat in an oil puddle and that there was a small crack in the top housing of the shock where the screw for the reservoir bolts in, I don’t think that it is fair, so I wont send you the shock in this condition, as I am a good Ebayer and have received parts that are damaged I know how frustrating it is, I had exactly the same thing when I bought a set of front shocks for my other quad and they cost me nearly $1000 with shipping. I will understand if you want to leave me negative feedback but I hope you don’t because as I said I am an honest Ebayer, I have one negative feedback and that was from a guy that stole my money and didn’t send me the goods.

At the cost I won the auction for, it is still a bargain and worth me buying and sending to Elka to have the problem areas fixed and replaced. I am still interested in the shock even as it is, lets make this work.

I agree. He is bummed because he didint get the price he expected, and you are right that its still well worth it, even if it has the problem he described.

Well, the guy is in England so the shipping isn't that much out of line. Heres what he emailed back to me.

Sorry but even if you think that it is bargain I still do not feel that I should send it to you as it really is not fair, you bided on an Elka shock that was in working order not one that was damaged. Sorry again hope you understand. I will understand if you leave me negative feedback after this.

Look man, I have my doubts that the shock was damaged. I figure your dissapointed in what it brought and don't want to sell a $800 shock for $200, I dont blame you. So lets shoot straight here then, what are you looking to get out of it? I'm interested in the shock, and its obvious you were/are interested in selling it. Lets make the deal work.

Make damn sure you count out exactly 89 days 23 hours and 55 minutes from the end of the auction so you can leave him negative feedaback without him giving it back

I'd drop him negative feedfback in a heartbeat if you don't get it. He "fully" disclosed it to you, you still want it and he wont give it. I'd try sugar for about 2 weeks and then that's when I'd start dropping the threats. That's when you tell him he's got 1 more week to get you a tracking number or he get's negative feedback and you report him to ebay. After that I'd walk away. Wether you get it or not now he's earned a neutral feedback for trying to jerk you around.

I don’t want to sell you damaged goods, but there is another one on ebay that is selling for less than it would cost you to have this one shipped and repaired, if you want to leave me negative feedback ok then, but I hope you don’t because as I said I am an honest Ebayer, I have one negative feedback and that was from a guy that stole my money and didn’t send me the goods.

I was selling it for a friend, I can send it but I would want you to leave feedback first so you don’t say that “I sent you damaged goods and don’t trust this Ebayer”

The choice is yours and the other shock looks nearly new.

Hmmm...So What if I send him $300 and then I dont get anything back at all? I mean, I haven't sent him money yet. I wasn't going to until I heard back from him on the totals so as of now I'm not really out anything but some time.

I guess I'll write him back and ask him to get some pictures of the damage and I'll think about it.

Ok, now thats ALMOST believeable except I had my doubts so guess what? I checked the Senders IP address in that email and all my previous ones, exactly the fricken same. His ebay username just changed today. I'm looking him up on UK telephone searchs now. I'm gonna bug the hell out of this asshole. I would have taken it alot better if he just said "Hey man, I'm gonna lose my ass on this shock if I sell it. Heres what I need out of it" instead of giving me a whole damn run-around.

LMAO! This guy just keeps digging deeper with the lies. Id contact ebay. They'd be interested to know his account was hijacked. This is the first time i ever heard of an account being hijacked, where the hijacker would not accept payment. Most of them want payment, and then dont send you a part, not the other way around!

I think I'm going to go ahead and paypal the $305 to him and then use the paypal buyer protection thing and say "See! I even sent you the money for it and you wouldn't send the shock to me you scammer!" That would really put him in a bad spot. What do you guys think?

Money has been sent via paypal. I will probably be out $300 but right now I dont really give a ****, he's pissed me off and its more about principle now then anything else. Here is the email I just sent to him also:

Well evidently your ebay and email addresses were not the only thing broken into. I would reccomend checking all the windows and doors in your house because the exact same computer that sent this email also sent me all the previous ones including my question to the seller before the auction even ended

Furthermore, your ebay ID had never been changed until today. It was vodkamonster31 from July of 2003 until today, where it changed to "Isalamalecu". You have left positive feedback in other transactions as late as yesterday. Cut the bullshit, I was not born yesterday and you are not going to pull one over on me nearly that easy. I've sent the money, I know you've got the shock broken or not. Ebay is a legal and binding contract. I have fufilled my end of the deal by sending you the money, it is now your turn to fullfil yours by sending the item that I rightfully own.
