Should I order new brake cables?

For my 85 110? I've posted problems about my brakes and i've been having a hard time figuring out the adjsutments. I have new pads on the way, but I can see the rubber coating is torn in spots on the hand brake cable and the cable itself is pretty rusty. Can the cables get stretched out over time and will a new cable perform better? The cost is $21 shipped. Thank you.

Thank you. It sucks when people dont reply and i'm stuck on what to do. I want to restore this bike as much as possible. So i'm going with new pads and a new hand brake cable, is a foot pedal cable worth it with the adjustment end?

The foot pedal right now goes down like 6 inches!!!! It's only supposed to move like 3/4 of an inch. I mess around with the adjustments but i just cant get them right. Agggghhhhh!! Any more suggestions? So far I'm looking at new cables and pads, should that do it?

Better safe than sorry I always say. You dont want your cables to snap while riding and have to bail. If your lever is moving 6" then your cable definately needs replacing.
