For the money, why not get something that is brand new? $150 isn't that much at all. Plus, at the least, a used pipe will be about twenty years old, so there is bound to be some built-up sludge on the inside and/or rust. You also said that you eventually want to make it totally mint, so why not get some good parts for it from the start?
As far as the no air filter situation, you need to check the crank bearings. If there was dirt visible in the bottom end, I can assure you that the bearings have some wear. Two-strokes are lubricated by the incoming fuel/oil/air mixture, so those bearings were awash in dirty air. I really feel for you on this one. You need to slap your co-worker something fierce!
