how do i check the timing and points?

Hard start is usually ignition problems, service manual time. POints are best tested with an 8 pound! Just make sure the spark plug is clean (insulator is not black or covered with gas or oil) before fooling with the points.
Also look around the carburetor for air leaks, especially the intake manifold and top of carb where the throttle cable goes in.
