need help with big red carb

I have an 87 250 red , and after taking the carb apart I noticed a small black rubber plug in the floats in the bottom of the bowl ( fell out) now it wont go back in and stay does anyone have any ideas on how to fix this problem? also I have a problem with the trike when it starts it runs real ruff/ and smokes bad never done this before was told the choke was bad but it seems to be fine any way to check the choke out?any help would be great
