I bought a set of new rings and 1 of them broke in half while putting on can I run it with out one ring or half the ring by the way its the second to top ring.

NO you cannot run it without all the proper rings inplace, make sure you have them on right too.

I agree ESPECIALLY if it is a four-stroke (which is proble the case if you have 3 rings) you are referring to. Each ring has a job....to create compression, wipe the oil down the sleeve (and up to I guess), and the oiler that allows for the oil to do its job.
If it is a older two stroke model and isnt performance orientated you can run 2 rings. I have motors that only have two rings on the new piston and the previous has 3 and vice vesa.
In your case I WOULDNT run it with out one unless you dont mind it biting the dust.

The major point here being don't run a broken ring and buy the cheap new rings instead of paying to have the motor fixed after that broken ring ruins a topend.
