I'm not aware of any such product and just wondering if there is for badly rusted pipes?

I don't believe there is anything that is LABELED as a primer, but I'm sure if you just sandblasted it, layed down a basecoat of 1200 degree high head paint, you could consider the 1200 degree paint a primer, and then actually put on the color and temperature rating you want. I don't see a need though.. I'd personally just sandblast it, and then put her on there.

Currently trikeless
Just sand blast it to make it look good. Paint is almost pointless. The front tire will just sand blast it back down in a month, especially if you ride in sand.
