Start it cold with radiator cap off and see if it circulates?

the impellor is steel or aluminum it's been awhile i forget exactly which.

250R's are not known to have impeller problems. Tri-Z's are plastic and can cause problems.
Yes, take the cap off the radiator, start it and look inside. Youll see flow increase as you rev it. Flow problems are rare on a 250r as the impeller is steel.
