hi does it idle??
sounds like an air leak ( crank case oil seal- electrical side)
? it the fuel line getting fuel (enough)
main jet needle assembly loose?
floats stuck?
please let me know if this helps -and what was wrong ok
im assumeing it was a 250? i have fixed all these simptoms before!!
what happens when the clutch is let go???? is the cable twisted( throttle)
gotta be the cable routing...if you dont pull the clutch...can *Edited* use the throttle and itll rev and go back down? let it idle and pull the throttle cable...it should rev...if it does, its routed incorrectly

When you are running it, it has a load on it so it may not seem like it is revving up. If it is idling, and revving up only when you pull the clutch it sounds like the clutch cable and throttle cable are twisting together somewhere. Other than that, a lean fuel mixture, mis-adjusted idle screw or an air leak head where the carb. boot meets the cylinder.
If it aint old I dont want it!
