New clutch wont disengage on 200s

I replaced the clutch in my Honda 200s today and it wont disengage when you shift it. I can hold the shifter down and it is still engaged. I adjusted the adjustment screw all the way counter clockwise, without backing it off and it still does it. I took it apart again to check everything and I dont see the problem. Was wonder if anybody had any ideas. I also was wondering if the clutch plates should have been soaked in oil before putting them in??? Any ideas? Thanks

they should have been soaked in oil

keep running it in first and hopefully they will soak some up
