I would wire in a 240v plug and use a 4800w construction heater. My garage is 18' x 25' and 12' high, it will heat the place from -20 to +20 in about 30 mins. Them I have the setting cranked almost all the way down once it reaches temperature.
I keep a household fan blowing on the back at all times, because when the unit shuts off, the fan keeps circulating the heat from the coil (which is still hot)
Electric is by far the cheapest, safest, most efficient heat (also no maintenence). I figured out to run my 4800w heater for 1 hour, it costs 25 cents @ 6 cents/kw (if i remember right)
Insulate your garage well, and seal it all up with a 6mil VDR. It pays off in the end.
