question for tecate owners.

i am currently looking at buying an 85 tecate. It looks to be in pretty good condition, but the front forks have little to no movement/spring/absorbing ability. I sat on the machine and pushed down on the handle bars and the front forks didnt compress at all. What could this be? What should I look for? Also the bike is not currently running. the owner said it was running a few months ago. it has good compression and is getting spark. Anything I should be looking for? any info will be great.
