Big Red frame thingy

I'm in the process of putting a new rack and stuff on my Big Red. I found this on the frame and wondered what it is? I can't find it in the manual. I'm sure that it's not an important piece, but just wanna know what it is.

Thats the thing to hold up the fenders! Its the same kind of prop when you pop your hood on a car so you dont have to hang onto the hood while working or whatever. On the fenders there should be a little whole where the end of that should go in to hold the fenders up!
