I'm back in the USSR...
You would have to look at the glamis dunes .com website and look for the atc70 page. I believe it is listed under the golf carts and side by sides but it might just be under it's own heading now. They aren't cheap but try finding an original frame. I have 2 frames now and sold a third one. They don't pop up for sale very often. Be careful, you may get bitten by the 70 bug.
Once get suspension on a 70 you will never go back... lol (thanks Vealmonkey). I have an A+ suspension frame, they were produced back in the 80s for kids racing in the 70 class, and now somehow ended up being riding by us old big guys. lol Yeah go to Glamis there is a bunch on just 70s. They are tough to find and do not go cheap, but worth every penny, and it is addictive. I will post some pics of mine later still not far enough along to show it yet, many mods from stock.

You can convert the lifan 125 or 138 to pull start and it's no big deal really and you will have all new stuff. The 88cc kit you will have a new top end on 20 year old parts. And the cost for the lifan is usually less than $300 to your door and sometimes alot less if you really shop around. They also make a 110 monster kit for the atc70 but most people have said it's just too much for that atc70 engine. It seems the biggest complaint with the lifans depends on which carb you get with the engine and that you sometimes have to get a different intake manifold so it will fit the stock atc70 frame. Not a factor on the suspension frames. I converted my lifan 125 to pull start. You just need to drill and tap a couple of holes into the lifan magneto rotor and find a side cover from a trx70 and your in. You will have to find a plug of your liking for where the shift indicator was. Some people use a rubber plug, some use a chrome plug and some weld them up. The trx70 sidecover has the timing hole for the timing mark and will look just like a factory install with the stock 70 frame and cover the chain just like the stock atc70 sidecover. I didn't want all the hassle and extra weight of a battery and all the extra wiring. Most people remvoe the lower frame skid plate and fabricate a battery box that goes up inside the frame on the atc70 if they use the electric start.
where have you found a lifan 125 for under $300? i'm still leaning towards an 88 kit because it seems easier to install. i'm still kind of in the dark as to all the wiring problems people have had with them and carb issues.
