It seems like you changed every part in there. Something must be out of spec inside there. Are the cam journals and the head surface they ride in - in spec?
How about the piece that attaches to the cam on the left side. Isn't that the pulse generator with some kind of advancing mechanism on it? Maybe thats worn out?
I hate to say it , but if you want it silent and OEM sounding then your gonna have to tear it down again and measure and check every single moving part.

i think its the cam journal it showed a little bit of wear. do you know if they make cam bearing inserts for it? it sounds like valve noise but its not

I'm not sure if you can turn the cam journal down and put a needle bearing in it or not...
Anything can be sleeved or repaired IF there is enough meat on the casting to allow it.
It may be easier to simply find another head thats in great shape, just be willing to pay 100$ or better for it. Any good machine shop work will run you about 75$ an hour and setup alone takes that long.
