ATC70 Points

I need adjust or replace the points on my 85 70. I have searched here and looked at the manual and the blow up pic of of Dr ATV for hours, and can't figure it out.

I removed the recoil and cage. I can see the points in there, but whenever I turn the motor over I can never tell they move. Do I need to remove the rotor to adjust the points? If so, is the nut left handed or right handed? If I have to remove the rotor, is it better to replace them, then to try adjusting? Also, at what point do I adjust them, TDC?

The problem I'm having is, (I posted in another thread) that the motor won't rev up, goes to about 1/2 throttle and cuts out, if I let off it keeps running.
