Can a Dirty Stator keep Spark from advancing?

She wont rev, it seems like the spark is not advancing. So I pulled the stator and its kinda nasty and bungled up. Take a look at the pics, is this why it wont rev?

Heres a picture in detail, looks kinda messed up.

I soldered new wires on one of mine,as they were rock hard cracking from the coils to where they come out of the engine......got a spark afterwards

I don't think that's your problem, I had an ATC 110 engine with a bigger chunk taken out of the stator and it ran and revved out like a charm. The stator doesn't even regulate spark advance, that would be your points setup (under the finned black cover on the head of your engine).
