For powder coating it is required that there be nothing but bare metal on the frame. Well at least thats what out powder coater said. I have also heard of dipping the frame into some sort of chemical that takes all the pait off (like a vat of stripper?) and there are also places with ovens that you can take your frame to and it burns all the paint off.
