1984 250r

My friend and I were trying to start this 250r. As he was trying to kick start it he mentioned that he had never seen a front kick starting bike before. The ark of the kick starter was coming down in front of the foot rest. Come to think of it neither have I. All I can remember is the kick starter coming down behind the foot rest.
Is this normal?

Yes. ATC250R's and TRX250R's have it as well as Tri-Z.

Is there anything that I should do to the bike if it has not been started in a year or so?
Clean/replace spark plug, new fuel, drain clean fuel tank, etc?
Is there anything electrical?

i would get a new spark plug, new fuel, clean the fuel tank, change the oil, clean the carb, check air filter, make sure these no mouse nests in the air box or exhaust. then one you get it running go over the bike and see what else need adjusting or fixing.
