What's the best way to lube it? I took it off the bike and found out it was full of water, I cleaned the drain hole but now how do I lube it?

mine was sticking pretty bad so i took it off and sprayed it with wd40 and it works great now.
down to parts because i no longer have a place to ride trikes.
