TRI-Z rear hub bearing and seal

Hi, i've been just changing my bearing and seal from the rear hub on my Z.
First, i push the bearing at the bottom of is place in the hub
But, for the seal, i can close it to the bearing or put it equal at the rear hub end. Which position must be?
If i put flush with the hub, there will be a space between the bearing and seal.
    help needed

put it right up against the bearing

And I take it your talking about the carrier? The hub is what the wheel bolts to.
