83 110 for $400. worth it???

I sold my 85 110 for $300 about 5 years ago. I have a chance to buy an 83 for $400 tongight. Here is the ad

1983 Honda ATC 110 restoration project in excellent condition. Everything new. Front and rear fenders, seat, handlebars and all controls, new axle barrings, brakes and levers and all cables. ALL NEW. Comes with 2 engines, a 1985 engine that is currently installed and the original 83. All it needs to be complete is the carb either rebuilt or replaced, other than that it is ready to go

I asked him:

How come you put the 85 motor in it? Was the 83 motor low on compression? How is it running that it needs a carb rebuild? Will it start and run? If you can answer my questions and will take $300 I can come get it tomorrow. Please let me know asap. Thanks.

And his response:
I took the 83 engine out because it was stuck in 4th gear , the 85 I put in was from a running bike, I heard it run and drove it before buying the engine, put it in my bike the next day, and it woundn't start, I used the carb off of the 83 that was the only thing nit from the running bike so I am assuming that that is most likely the problem. The only other possibility is the coil, but it gets good spark. I have a person coming to look at it tomorrow, but I will not take 300. Thank you for your interest.

id pay 400 if i was you, its worth it anyways but since it was your old bike id def, be on ym way to his house

id give 400 also, especially if it comes with another engine, but thats just me.
