I am wanting to upload some pics but they are too large. I am new to the site. Can anyone tell me how to resize a 700kb photo or somthing, in order to fit the 250 max. My camera is set on the lowest quality.

If you get a Photobucket account you can resize with it. Otherwise any photo editing software on your computer will work.
