reving problems on my 225DRS

Hi,

I am having some problems with my yamaha 225DRS,
It does not take the rev right at the low end of the trottle. But is okay from about half way onwards.
I have changed the air filter, new exhaust and cleaned the carb also put in a new carb kit.

Any ideas what it could be?
