    Loose sprocket and Dampener question.

I recently bought a 83 200x and the bike is solid the guy rebuilt the topend piston, rings, valves, timing chain gaskets etc. Repacked the front/rear bearings, Rebuilt the front forks, but 1 thing wrong is the Sprocket dampener and sprocket are kinda loose. What would cause it to be loose? I took the circlip off and both the dampener and sprocket and found nothing wrong just loose. No teeth are shaved off on the axel or the dampener. Maybe when he repacked the rear he forgot to put something back on? any tips? Also Im quite sure the sprocket and dampener are original.
