When running WOT if i back off to half it falls on its face and comes back to life. Other than that it runs fine. Any ideas?

Float level set too high, or needle/main too rich? My theory is your feedin it a lot of fuel at WOT, and when you cut the throttle, the airflow is decreased and the motor chokes from the extra fuel till it clears out. Just a shot in the dark.

The carb does overflow real easy. I'll have to tear into it i guess. What is stock jetting on the 400ex?

Maybe I'm a little off here, but my 225 was having the same symptoms until I replaced the pilot screw by the right one. So I would say to check the screw adjustement.
