have a chance to get an 86 lt 250r

hey guys i have a chance to get an 86 LT 250r for 700 bux ... it needs a top end in it... it siezed up but all that happend was the rings stuck... its at 20 over right now ... they have the top end off of it and i got to look the bike over pretty well... its looking like a 40 bore will clean it pretty well... but im thinking if i get it im going to go ahead and spend the extra money and just reslieve it... and have the cylinder ported and polished with my extra income tax money... any way i have owned tri-Zs my hole life and stuff like that... i have never had or even driven an lt 250r... what am i getting my self into... its all stock except a dg silencer... from what i saw... the shocks seem to be ok too... let me know guys... the tires seemed ok...
any way i have like i said never ridden one of these before im used to the power of a tri-z 250 three wheeler... lol and banshees.... what im wondering is, if i buy this and put some coin into it such as total engine over haul with porting, head shaving, reeds, pipe and silencer will this thing be fast or what... or should i steer clear from it... and yes i know this is a non powervalved engine... but to me id rather have that because its less to go wrong...well i need to know by this weekend... like i said i can pick it up for 700 bux pretty cheap to me what im wondering is if ill be happy when its running power, spead, and reliability wise... compared to what im used to...i know id rather have a honda 250r all day but this seems like a very cheap alturnative to me that could be made to be just as fast...
