Atc 70 bog in 3rd gear

I have an atc 70 that bogs when put in third gear. In first and second gear I can get the motor to rev up but I cann't in third gear. I don't know the year of it but it's a three speed guessing around an 1978. I dropped one tooth in the front and and the top end is rebuilt with new valves and piston. Did a leak down test which only showed less than 2% leakage and the compression was a little over 100 psi. Any ideas why or is third gear in these motors that tall!

That's another thought I had but I put my wife on it and it did the same thing. She weighs only 115 pounds. Maybe the bog is normal but I'll wait to see if other people respond. It would be awesome if I could get the higher revs out of third gear other wise third gear is useless.

Mine does that too. I cleaned the carb real good and made sure there were no leakson the intake. Runs alot better now. Both of mine had no clamps on the air cleaner to carb boot so I put some on and it seemed to help.

That sounds like a lean condition to me.
