82 ATC 200 Carb choke question

    Hi,

I think this carb was used my many years of ATC's and the fiche doesn't show me how it works. Here's my issue:

My choke lever moves both up and down nicely, but the valve cam stays in the up position. Is this normal? Shouldn't the butterfly be closed when the cloke is on, or does vacuum move the valve closed when the choke lever is down? I've attached a pic to help illustrate.
Can someone take a look at their carb to check for me. Thanks in advance.

The butterfly should move with the handle. At least on all the trike carbs I have dealt with it does.

Does anyone know how it's connected? The fiche is as clear as mud on the subject.

I'm thinking the spring should be forcing the valve down instead of up.

it's not connected there is a spring under the little round stamped metal cap on the end. Spray the whole choke assembly up with PB blast and move it back and forth it will begin to work. Mine was sticky from time too.
