I guess your looking for nice suspension with a controllable engine?? But not a 7K$ CRF250F - right??
Sounds like a fun machine, but you'd definitely have to put a 10.25:1 piston and a race cam/spring setup with carb and exhaust mods to make it enjoyable.
Then again, to each there own! If your happy with a stock XR200 motor and pop that in a great chassis, then go for it.
Just remember that in this economy you can find a used KXF (not recommended by me though) or YZF (yeah I like them!!) for short cash. I've seen numerous 03/04/05 thumpers for about 2000$ in nice shape.
I'm a Honda fan, but I will not build anything with a Honda 250F motor, they do not last like an XR motor and seem to have reliability issues versus the other models; unless you are very religious about maintenance - esp the valves.
Yamaha made the 1st performance thumper, (as far as I'm concerned, debate it or not.....) for Doug Henry and that YZF400 won a main event that I still have recorded. It might even be the main that McGrath wiped out and was so disorientated that he tried to get back on his bike but the bars were broke clean off

The XR's always needed better suspension, Honda never made us a "mid-level performance" thumper and just skipped right off to the racing 4 strokes. I don't know about recently, but I thought even the 08/09 still had soft valve seat issues. I wish they improved the XR motors as an inbetween motor and made it reliable with much better performance.......
By the time you fab up stuff to install it, build the motor with the goodies I suggested, your gonna be just as deep as you would with a stock performance thumper all ready to go with no issues as far as fitment goes.
