I have two new fixer uppers and they both have the same symptoms.I'm sure their in need of topends because they smoke.my problem is that you can move the kick start until you find the compression stroke and you have to put some pretty good weight on them to kick.once you've made.it through that one it takes several kicks to find another good kick.when its not catching the piston still moves up and down but it feels like there's no compression at all.

Have these engines been sitting for a long time??..perhaps a valve is sticking open.
I bought a garage stored 200M a couple years back that gave me the same symptom..try a shot of transmission fluid directly into the cylinder and spray some into the carb with the throttle wide open. You'll need an old spray bottle for this..
The idea would be to get some lubrication at the valve guides. Then kick it over slowly for a while to work it thru..

Yeah they been sitting for a good while.both smoke really bad.I disconnected the decompression cable and still same result.I'm just gonna crack them open and rebuild them.
