i want to get this exhaust http://www.ebay.com/itm/HONDA-ATC-200X-ATC200X-DG-KROME-PERFORMANCE-FULL-EXHAUST-SYSTEM-83-85-/151243740353 for my 83 honda 200x thats stock would i have to upgrade anything and is it just bolt on?
I have not used that exhaust specifically. but when I went to a different aftermarket exhaust I found that lowering the clip on my needle down a notch in the carb helped richen the mix a little and it ran better. If you need help doing what i explained just ask, I can go into more detail.
You asked if its bolt on. Yes, it is.
Just saying, though, you can save 100 and get it in a black painted finish. Your money, not mine though

I'm still dialing my bike in with the painted version of that pipe.
You'll probably have to tune the carb a bit. The downside is no spark arrester and it's LOUD. Harley with drag pipes loud.

So with no arrestors you can't ride in parks.Does it effect performance?

What exactly is a spark arrestors
When you run, sparks can fly out of the end of a un-protected exhaust. If they do, they can catch things on fire. So they stop you from burning your local forest down, and they quiet everything down a bit. They can be simple.

I have that exhaust with the black finish on my 200x, if you're gonna get it make sure you get the chrome finish. I only had the exhaust on the trike for not even a year and it's getting pretty rusty, very poor finish, the chrome should be more durable. It's a little loud but performance seems good.
