Voltage from a 250 sx regulator?

Does anyone know how much voltage should be coming out of a 250sx regulator?

I'm getting around 5.5 out mine, also tried a spare and get the same.

When testing battery voltage, it will slightly increase with throttle (12.6 - 12.7) but no where near
14 like I think it should be.

The wheeler runs fine without a battery as well.

Is the charging side of the stator to blame?
