I don't know about your areas, but I have plenty of family in law enforcement, and I've asked about a quota system, and in Alabama there is NO SUCH THING.
Police officers get paid to protect life and property, and maintain public safety and order. part of doing those things is enforcing traffic laws. Guys on patrol have to do something with their time, that is constructive. Do you want to pay for a cop to sit on his fat *** and do nothing all day long? Of course not. That means that they look for trouble and suspicious people, they enforce traffic laws, they keep an eye on businesses or other places at risk, and thus they earn their money. Traffic enforcement is quantifiable, so police supervisors use the numbers of tickets (or warnings) written to judge an officers activity level. There is no way to measure the number of crimes an officer "prevented" while on patrol. they also count arrests, and ped stops and lots of other quantifiable things, but that does no make it a "quota".
This is my trike. There are many like it but this one is mine. My trike is my best friend, and it is my life. I must master it as I must master myself. My trike without me is useless. Without my trike, I am useless. I must ride my trike true. My trike and I know that what counts is not the amount of miles we ride, but the time we ride together. My trike is human in it's own ways, therefore I will learn it as my brother. I will learn it's weaknesses, it's strengths, it's parts, and it's soul.
