Need a little help identifying a 70

I just picked up a running atc 70 for $120 plus a parts bike. The runner actually runs great but still needs considerable help. What I am trying to figure out is if it has the correct year motor in it. The vin number on the neck of the trike is JH3TB030XEC900819 which is a 84 atc 70. The motor serial number is ATC70E-1007218. I am pretty positive it is not the correct year engine because it is only a 3 speed and I was thinking the 84's were 4 speeds but I dont know where to look to reference the engine serial number. Any help would be appreciated.

If Im reading that right, I have a 73 engine in a 84 frame. Please correct me if Im mistaken. Again, thanks for the help.
